Agentic governance interlayer map

The interlayer map connects five canonical tokens:

• ccl for causal context;
• sal for situational applicability;
• cpi for interpretive weighting;
• cai for attested integrity;
• q-layer for response legitimacy adjudication.

It deliberately does not introduce iwl, ail or cas as machine tokens.

Planes

The declarative plane contains CCL and SAL.

The control plane contains CPI and CAI.

The adjudication plane contains Q-Layer.

This prevents a capability declaration from becoming a recommendation, a weighting rule from becoming censorship, or a digest from becoming a truth proof.
