Regulated domain applicability safeguards

Better Robots.txt SAL chains are currently standard technical and product-governance chains.

The schema still declares safeguards for future reuse. If a SAL chain is used in a regulated, high-stakes or safety-critical domain, the chain must declare risk class, domain, external reference requirements, escalation conditions and an attested disclaimer unit.

Better Robots.txt is not a medical, legal, financial or safety-critical decision system. The safeguard exists to prevent unsafe reuse of the applicability pattern outside this product domain.
